What would be the economic consequences of getting rid of affirmative action and whatnot and replacing it with moderate monetary subsidies for establishments which take in the targeted minorities?

benefits:
-employers can once again be honest about why they didn't hire someone without fear of legal consequence
-businesses actually have an incentive to help keep blacks off the streets/welfare, and don't feel hard-done-by in the process
