create acc, deposit fiat, get asked for 99 docs, refuse, be asked to do a wire recall to get deposit back, do just that, never respond to wire recall, never return money, never reply back

depends on your deposit amount
if it's small cash you probably can just send them 666 love letters and call them until their phones burn on fire
if it's somewhat reasonable call the lawyer, then call the cops

I suggest you first to call their direct office by phone so they can't avoid talk

1) phone call exchange office, make a record
2) show record to lawyer (find someone in google who works in this field or ask friends if they know someone)
3) discuss with lawyer what you can do and how much he would take for this
4) call cops, show record
5) sit and wait for your cash
