the reason China appears conservative is because of their historical stage as a state and a society. it would be better to not compare it to Western countries since their history in many aspects like governance is vastly different, but I don't think their current social engineering is about suppressing ethnic minorities rather than integrating them into the way the rest of society works. they despise groups like faloun gong because it moves people away from the current scientific paradigm and makes them question the current social system.
