Not true. They've already cut the mining rate in half at 1,000 users and will again at 10,000, and probably again at another milestone. Everyone will have an equal opportunity to mine though, because all you need is a smartphone and the app. Extremely simple even for the tech illiterate, something that Nimiq and Electroneum have failed to do.
