Say, if I went to a small business and told them I have sources who could make them a logo, website, commercial, social media ads, etc. for a reduced budget and then went to Fiverr or separate freelancers to get the jobs done... would that be illegal? Does that count as influence peddling/trafficking?

Depends on the contract, if it specifies you are the one doing the work (or something along those lines), then you'd be breaching the contract if you paid someone else to do it.
If there's no contract and they're just paying you, then it's not illegal as long as you have the rights to sell the content.
