he is the registered owner of that block of IP addresses. he inferred in a recent blog post that the early bitcoin mining machines that bootstrapped the network were assigned IPs in this range. presumably one could find logs proving certain IP addresses were running the earliest bitcoin nodes, and then by association prove who owned said IP addresses. I don't think i means much yet, but Craig constantly gives us breadcrumbs. It's another piece in the puzzle. This is to fool brainlets and "muh faketoshi" to think he is a scammer, but give just enough so that actual thinking human beans can see the writing on the wall.

alternative theory: skilled conmen often flatter their marks' intelligence and build up their ego

A skilled conman will leave so-called breadcrumbs that lead the marks to the conclusion conman wants the marks to make in service of the scam. This is much more effective than the conman outright stating the conclusion to the mark, because it boosts the ego of the mark and makes him feel like he's in on something other people aren't. This "discovery" makes the mark much less skeptical of the implanted conclusion.
