Yes. China started blasting there economy full of cheap loans at the start of 2019. This will cause problems in the future but no one knows how long that will take to come about (probably many years). These loans juiced the economy enough to get their manufacturing PMI above 50 last Monday. The base case of the market right now is that the data has bottomed in China and that will filter through to Europe, because China is there largest trading partner.

US data has been fairly solid for the past year but has been slowing which was expected. Markets aren't 2% off an all time high because we may be going into recession soon. Recession fears that blew up in December are almost completely gone now.

You're always allowed to try and sell shares during market hours (and after hours if your broker allows you too). If nobody is willing to buy for the price you're trying to sell at your order won't fill, or it might take some time to fill. You can check a stock's volume to see how many shares of it are being bought and sold, and unless you're doing some big boy stuff offloading tens of thousands of shares there will almost always be enough volume to have your orders filled.

If the RO undershoots he will likely finance it himself seeing as no other investors could then object to any privileged treatment. If a lot of people don't take the offer he can buy it all himself.

All the while putting pressure on a buyer to pull the trigger for a higher price point. He looks like a hero while getting a bigger slice.
