It will never achieve this and doesn't need to
All of the actually valuable scaling solutions involve state channels
Eth at current allows value locking which enables dynamic state channels
All state channels need to work is liquidity; eg locked Eth
The circulating supply of ethereum will be under 10% in two years
And the traffic that depends on the Eth network will increase by a factor of 10000
