It would be trivial to create an EOS token with no inflation, distribute it however you want, and then hand control of the contract over to eos.io so that it is effectively as secure as the EOS token itself. No one has done it though because no one gives a shit about deflationary currencies.

NANO isn't even capable of working with dapps, integration with side/sister chains is impossible, and it doesn't scale because the DAG is a meme. It's not even comparable in terms of utility.
