The flash format is open and anybody is free to make their own flash player. A browser could be made to read .swf files built-in just as well as it could read .jpg files.

Flash should be properly sandboxed with no network connection, it would be completely harmless. Instead big companies have decided that we no longer get to enjoy almost 20 years of early internet content.
