Yes, in this scenario, once 3995 hits, you'll put in an order for 4000, which will actually fill as a market order. You'll get in for the rid if BTC pumps on Binance reopening. Honestly, I'd set your limit even higher, 4050. It will still fill at lower but just in case it moves faster than you'd think.

Thats why I am trying to find out if this plan can actually fail.

Lets say the market pumps to 4.200 and immediatly drops to 2.800 shortly after, all while binance is on maintenance.

Since the btc market on binance never went to 4.200, the stop limit buy order should not be triggered. <- this is my opinion but maybe someone can confirm this?
