XRP is technically useless
the tokens are not related to the ripple network that the banks supposedly are using
now, if the tokens were used to reward the nodes securing the network, it would amount to something
but that isn't the case, nodes are private and public user nodes are not rewarded anything

is it a scam? not likely
is it crypto? no
