It depends on how rich your country is and how ugly you are. I'd say it's a much easier to hit the gym 2-3 times per week and improve your diet. You can unironically go from a 3/10 to a 5/10 just by working out moderately and eating somewhat healthy. Almost all men look somewhat attractive if they're fit. When you're fit and at the very least a 4/10 you can improve to a 5-6/10 by dressing well and getting a good haircut.
