No we wouldn't. Governments will never allow for true (see Bitcoin) decentralized hard money, it is a subversive asset in nature, thus worth $trillions, similar to gold but better objectively speaking.

If it ever happens will be throught second layers, important transactions will be on chain. Decentralization is not cheap, you cannot go faster than light, etc.
