Yes its a scam. You can get 3mo T-Bills @2.4%, 6mo @2.5% and they are the most liquid instruments on earth.

Why would you willingly tie up your money for a year or two or whatever for .3%, when rates are prob gonna rise and you can roll your T-bills into the higher rates. Lets not even mention that T-bills aren't taxed at the local/state level while CDs are.

Why do you think guys like Buffett are rolling 3-mo t-bills until an opportunity comes up? There's literally no better cash equivalent out there.

That's really more for business payroll cash. A business can use CD's to earn a little extra cash on their liquid by using CDs.
