In this hypothetical scenario you have enough money to pay them, you just need to find a way to optimize them into making you the most profits possible.

I keep thinking of cool ideas, but the amount of people keeps fucking this up. 40M is insane. It's overkill. Maybe have them all build housing and collect money back from them, or have them dredge peninsula for a new city.
