Ask for your actual desired salary and clearly give a date that you will quit if your conditions aren’t met. I make shit, the average salary of my co-workers is mid 30k. I meanwhile don't even make 30k yet I do several diff jobs. Explained situation to my manager. Did it in a nice, non asshole, non suck up manner. Pointed out that two other people in our dept went from mid 20's to over 35k without much hassle or blow back from our manger's boss's and bean counters.

He said he'd look into getting me a raise. At this point I've done all I can do. If nothing happens I'll start looking for another job. They will have given me the perfect exit reason.

Jeezzz all the "say your going to quit replies". Protip, as soon as you say your not getting enough and you are going to quit. They will give you the raise and look for a person who can on short term replace you. Also you killed every promotion position in the future since your considered " not loyal". This is a short term strategy, fine if your someone who isn't afraid to find an other job.

Better you list the things that makes you valuable (I brought X amount of declarable hours etc.) to them and tell you want a raise based on this succes.

Regarding your specific situation send the guy an e-mail. Say you are sorry about the private situation he is in and hope to get things on track (paper trail for his emotional meltdown). Ask him why he can't promote you. This opens the steps to get the promotion.

For example
- no budget -> tell them you want to pitch to sr. Management
- HR won't allow -> schedule a meeting with HR (there is always a loophole for high potentials)
Etc.
