You are correct that CA will not let PG&E fail. That would be highly irresponsible because people need the power provided for by PG&E. However, CA will not let PG&E succeed, either. I don't like Netflix. I think their original programming sucks ass and when Disney launches their own service and stops leasing them their content everyone will dump Netflix like a hot potato. Especially when you consider Disney is already getting paid for their content and making a ton of revenue in theaters and television broadcasting. Any revenue from streaming is literally free money.

I've traded leveraged CFDs intentionally (to play the volatility on very specific news on stocks I have an understanding of if I'm around just as the news hit) and I don't panic or have "weak hands" then and always made overall profit intraday when I did so and do cut losses when I rationally see that things aren't going the way I predict, and do take profit instead of waiting greedily when I think its unlikely to go up a lot more or reaches close to an upper resistance line.

Just, this time was post-market and the price was super volatile and the leverage was really high so I immediately closed as soon as possible to avoid getting justed. I don't hold positions or trade on days or news where I haven't planned it out and have a strategy based on several possible scenarios I reckon are possible based on my ideas of how other traders are going to behave. Protecting my principal is the most important to me. An unplanned position where I have no idea how it will go is better cut off at a low loss than risking much more loss when I don't have a plan or understanding of the price action worked out.

You can usually find positions that are statistically favorable for success, but if you lose, you lose pretty big.
