Just means there is another chain present currently, most likely miners not paying attention. I doubt anyone intends entirely to mine on chain that 99+% of the ethereum community will just view as a dead chain. There was a schedule upgrade, then they found a bug and postponed it. So these miners probably are on vacation/not paying attention/whatever and are unaware of the postponement.
