Lol LINK staked is a variable amount that does NOT have to be equal to the contract value, and certainly will not exceed the contract value. Even a penalty fee of 10% of the contract value seems a bit much when dealing with multi-billion dollar contracts, though the economics of penalty fees will be defined during network use by the involved parties.
