I'd argue it has more development than most crypto, with CityOfZion. But yes the Chinese doesn't really care about decentralization - their efforts aren't well correlated with the billions they own, anyway. I think it's because Da moved on toe Ontology and other project, basically exit scamming with the argument that NEO is "le community project"

I think a common misconception about NEO is that it is supposed to replace ETH or another popular smart contract platform. I feel they have a more focused approach on being THE public ledger for China. ONT will be the private blockchain used for enterprise, with some settlement happening in public on NEO.
