Buying the dip (and holding) didn't work then because there was something of a free market. When intervention did occur, it was only for a short period of time which actually prolonged the corrective phase.

It wasn't until FDR came into office in 1933 and turned the stimulus spigot on and left it on that a recovery occurred. When the spigot was turned off in 1938, the market started correcting again until the U.S. entry into WWII in 1941.
