1) it's a pre-solicitation, so it's actually the first step in acquiring a grant to fund the tracking of these transactions.
2) z-cash is controlled opposition, with the creators being centralized and requiring unverifiable trusts such as "did they actually destroy the inception keys?" and "are they printing z-cash?" (there's no way to prove or disprove either currently. this is leverage for gov).
