If you're looking for entry level office work in the US, agencies are the only way. Most companies have to list jobs to the public, but they rarely even look at the resumes from them, unless they're really hard up. Every company I've worked for is like that. I know for a fact, every open position in my office is listed somewhere online, but every one of them, below management, will be filled with a temp.

Temp doesn't have the bad rep it used to. They pre-screen and get people's resumes in order, and in a lot of cases, companies won't even do an interview, they rely on the agency to send a qualified person over.

If you haven't signed up with every agency within 100 miles of you, you've wasted your time.

This time of year is the slowest, and very few positions are hired during this period, because of the holidays, and the new year means new budget, with funds to pay for positions. I'd spend the month of December calling every agency in the book, getting in, and jumping through whatever hoops they have, to be poised for the hiring rush in January.

Any other time of the year, you can apply at an agency on a monday, and be placed by Friday.

NOBODY worth working for hires off the street. NOBODY. It's too risky. If you send an application in off the street, you failed the first test. They have no interest or reason to speak to you.

Agencies. Go. Now. And yes, they have jobs for what you want to do. They place in all industries now. If you can operate Word and Outlook reasonably well, you qualify for entry level shit anywhere. If you know EXCEL inside and out, or Powerpoint, you're golden.
