although you might want to look at the area and check the crime index, i see a lot of these pretty houses get posted where people say "$25k! what a deal" and then you find out it's a high crime, primarily black neighborhood where the chance of having a B&E or assault is high

Sounds too good to be true! There must be unpaid taxes/utilities that you're on the hook for. There must be crime. There must be untreatable mold. That's just too good to be true. I would buy it outright in cash if there were no strings attached. Even if I didn't live there; a killing could be made on renting it out. As a rental property, it's like you're being paid to own the house.
