Addresses are permanently stored on XRP, so there is a minimum 20 XRP balance to activate one. That XRP can't be moved unless the reserve requirement is lowered in the future. It used to be over 100 XRP IIRC.

Exchanges are supposed to use destination tags which allows them to store all the XRP at one address and still keep it separate by customer. Poloniex is the only exchange I know of that prefers to screw their customers by making them pay to activate a new address without even giving you the private key.
