By networking with your military connections and asking them to vouch for you and put in a good word with the government. It's really not that hard, assuming you've served in the military and left a good impression on the right people. Main problem is having enough capital to employ a platoon of trained soldiers and provide them with gear. You do actually need to pay them more than the army.

If you aren't (ex)military I have no idea why you're even considering starting a PMC.
