The guy was arrested in Greece by Greek police. Sure, the US had a warrant on him (as did France, Russia, etc.), but if the Greek police had said no they would not have gotten him.
Plus, he hasn't even been to the US since his arrest. There's a whole mess of international case law that makes his extradition to the US unlikely.

In short: the SEC has zero power outside of US jurisdiction.
If other countries want to cooperate with the US, then that's another matter.
