Government shouldn't give out subsidized loans. Banks wouldn't loan you 100k unless they are quite confident you can pay them back UNLESS ofc the government will bail them out or subsidizes the loans + bankruptcy won't protect you from paying the loan. It needs to be a free market, but we all know the long nose tribe wants the younger generations to get into debt right from the get-go.
