Here's the story with IRD.
The coin was originally created back on Sep 4 2017. The original dev abandoned sometime in November 2017. Steve and Shaun picked up the coin after that time and kept it going. They put the basic no-marketing platform together and Steve cranked out the Cryptonote improvements.

so there are devs, they are engaged and they are involved.

It is a no-feature boring coin though. They know that and are fine with it. It's a labor of love for the community and the team. Wtf u want blowjob coin?
