You are right on both accounts. It has been a long business practice anyway to lie about your holdings and only deliver them after you do business with the party and gain means to do so. Tether is definitely not fully backed, at least not all the time.
And of course we don't really know who is behind it, and what the gatekeepers actually plan to do. I guess it's a risk either way.
