Essentially yes, but ETH is a bit more than just a simple ledger since the EVM can execute logic. However, as you mentioned the chainlink network can offer secure offchain computation that has advantages such as privacy and potentially cost, which is why I suspect the chainlink network will be used not only for getting data but also for executing most of the more computationally expensive logic (which would surely be cheaper than on ETH and paying all that gas)
