So they say they don't have a private repo.

This is true. All of their work is done in the public repo: https://github.com/smartcontractkit..
However, the never said they didn't have private folders in that public repo.

What is the github.com/smartcontractkit/chainlink/vendor folder and why can't we see it?

It's a common practice to have 'vendor' folder excluded from repo, at least in the front-end dev. You usually put in them third-party libraries like jQuery or React or whatever - stuff that you need to have for frontend anyway, but at the same time don't want to add literary thousands of lines of someoneelse's code to your own repo to not make commits hard to read.
