Why are poor people allowed to have as much kids as they want that will have to be raised and supported by public funds?
It's like if poor people were allowed to spend as much public money as they want, without having to ask anyone...

We will be forced to live indoors permanently if our environment becomes too inhospitable or otherwise find a new planet, the result is an increase in durability, not a decrease.

They have more kids because they are stupid. They don't understand that having children cost money.

All stupid people think of is sex feel good me do sex.
Stupid people populate quicker. Smarter people think about the work they'll have to do for a child so they are having less children.
