So lets assume we will have a bear market for another 12 months or more. When will euphoria phase kick in? The media will obviously report much sooner than the cycles before. When will get on November/December illusion again? AT 20k? 40k? 50k? 80k?

Then it won't reach the same levels of euphoria. Market hype is like the female orgasm, it needs to be slowly built up with plenty of groundwork, or it won't happen, or at least not be very strong. You can't just start hyping the market at first sign of a rally and expect people to get emotionally invested right away. The bubble last year actually started late 2015, it took a whole two years to reach its climax. And that's not including the bear market beforehand.
