basically the exchanges and whales conspire to make money from margin traders. They'll pump it, getting everyone to fomo in(go long, often on margin) and then dump BTC liquidating the traders. This can be vice versa as well. We call these things "Barts" and "Inverse Barts".

Simple game theory suggests that (((exchanges))) make more money by liquidating the majority of traders. That means if majority of traders are short(like atm), then it makes sense for them to pump BTC because they'll get more BTC than by dumping it.
