Now he is incorporating the business and hiring developers. Since the incorporation announcement he has refused to comment on Paypals involvement.
This would imply he has some kind of client and has hinted at instant Fiat conversion to settle with retailers.

Paypal's largest banking partner is B of A and Mr. Brain creator is in constant contact with their engineers and business development people there.
