I'm not as informed about the use of the ICX token, for Vechain the token is essential in all operations on the network. So all ICOs need it to transact.

Icon didn't seem very active the last few months. Do they have news coming up?

For the Vechain side there is OceanEx coming up which will be a VET centered exchange running on the platform. Announced ICOs are raising in VET as well from 50% to 100%.

I guess both are a good buy at these levels. I've decided to stick with the chinks myself.
