Mostly true. Although a lot of traders don't like to enter until post plunge consolidation is established and shows at least subtle signs that things could turn bullish. It's called catching a falling knife for a reason, and waiting a little reduces risk considerably in exchange for missing out on the 10% or so gains that could be gotten from buying in at absolute bottom.
