those are two conditions that would have to simultaneously occur. Although the odds of BTC hitting 3-4k are very low at this point, just buy now and worry about throwing more fiat into it every week or so, doesn't have to be much but have a budget. I started with a couple hundred dollars myself, witnessed the bullrun and learned my lesson by not taking profit, since i've put in <10k and am down ~30%. It's a bumpy ride, be stoic and buy LINK.
