the reason that ISP's pose a problem has nothing to do with "servers", it's the last mile of cable that goes to your house. comcast, time warner, cox, verizon, ect own thoose networks and lines and opperate under a government granted monopoly in most areas it's impossible to compete with them in wireline service. There is no way to fix this problem without competition.
