That paper is a little confusing too as the context is light.

But basically the supply was set by the ICO and now the network will form with that supply and it just gets shifted around on there and the value will be set by what people will sell it for and how much compute people will offer per token so that makes the "value"

Its absolutely comparable cause we are now in the cycle where everyone is starting to throw in the towel and despair just like back then. Last thing I checked peoples emotions don't change. The next cycle will happen after a dip to 4k probably. Being emotionally too desperate now and not seeing the opportunities with Alts INCREDIBLY cheap is just as emotionally blinkered as not seeing the bubble early this year.
