The only way I can make sense of this comment is in the context of his hatred of ICOs. He objects to someone collecting $30 mil for the idea of an oracle.
If he's actually saying that moving data on and off blockchains and triggering smart contracts is globally worth less than $30 mil as an entire industry, then he has a pretty damn bleak assessment of the entire crypto sphere's value.
