I have a prototype of a concept and am in contact with local authorities for a possible small scale test run over a few weeks (law enforcement software application). If the trial is a success and I proceed with the project, how do I valuate this shit properly and not get fucked over by potential investors?

how many hours of time does it save?
how much does one hour of work cost without your software?
how many users will it have? (how big is the market?)
how do you license it? per user? per department?

do you understand what I'm doing here with these questions? You need to quantify the value that it provides and then determine the size of the market. After you do that you'll know how much to charge for it and how much is it worth.
