WTF are you talking about. The only reason that BTC has any success is that the nodes are economically incentivized to stay online. And Skycoin is a viable alternative to PoW because the nodes are incentivized to stay online by offering VPN and blockchain services.

AFAIK you do, couple guys in the skywire telegram have multiple official miners in the same location. DIY rewards are capped at 8 nodes, maybe that's what you're referring to.
