They are already releasing the 500 million tokens, just slowly thus far based on the number of active users and amount of marketing they want for this phase.
As for how high it will go, it depends on adoption, if the project works out it's going to lead the charge making crypto commonplace in people's lives. Can this happen? 3.1 Million active users and snowballing, Coinbase, Dow Jones Media, is already a winning hand.
