Yeah, it's the exchanges fault that it provides MFA for both login and api keys and allows users to withdraw their money when they're fully auth'ed up.

They could simply halt withdrawals of a certain account if a suspicious activity is detected (for example if the account value more than 10x-ed in the last 24 hours). Then admins would have time to view these withdrawals and approve them if everything's correct or seize the funds if not.
