Explain to me how tariffs work.

So if the US sends giant foam hats to Canada,
-is the shipment stopped at the border, and the shipper has to pay fees before entering?
Or
-the guy receiving the import has to pay the fees before it can cross the border, or is sent a note saying they have to pay the fees?
