A friend of mine recently got a random deposit of 2k to his bank account (the money is 100% not his). He's planning on cashing it all out and closing his bank account and reopening a new bank with a different branch. Will he get caught? Trying to convince him to report it to the bank and return the money or risk getting in trouble.

Yea, it actually is illegal to withdraw and use funds that are not yours. The bank will go after you for them if they realize the mistake which is very likely they will.
