why does the supply of tether never shrink? Only increase? When people sell their tether for crypto, shouldn’t tether match the liabilities and decrease the supply of tether? Yet tether supply only ever goes up.

Why would exchanges accept tethers and not real dollars. It seems like a stupid liability mismatch? Especially if tether is not convertible?
